Under general direction and federal oversight assists the
Department of Energy (DOE), National Nuclear Security
Administration (NNSA), W80-4 Life Extension Program (LEP)
(NA-191.3) federal program director and the deputy director with
Scheduler support for a multifaceted LEP program typically
consisting of a set of closely related subprograms or associated
activities. The work performed is extensive in scope and requires
an experienced individual with demonstrated experience supporting
Scheduler tasks to include: Support for major weapon acquisition
program with an emphasis on schedule development, maintenance and
to include earned value management system (EVMS) application. The
resource provides subject matter expertise on project scheduling to
the Federal program manager and project engineers as well as
establishing programmatic liaison with project engineers at the
national security laboratories and nuclear weapon production
facilities who are engaged in managing technical work. This
position requires an experienced person with demonstrated
scheduling expertise ideally developed during engagement with
Federal and/or Defense agencies. The position provides day-to-day
program support service as appropriate to the area of expertise; is
a self-starter with the ability to work in a highly dynamic
environment, and interface with broad range of federal and military
senior staff and leadership. This is a full-time contractor-support
position located on-site at the NNSA offices in Albuquerque, NM.
All candidates must be able and willing to travel based on assigned
project demand. Travel requirements may vary. REQUIRED CLEARANCE:
Active DOE Q and/or DoD TS clearance REQUIRED EDUCATION,
EXPERIENCE, and SKILLS: --- Bachelor's degree in Business,
Engineering, Finance, Accounting or related field (will substitute
6 years of directly related work experience in lieu of a four-year
--- Minimum 5 years of work experience in a directly-related role
utilizing Primavera P6 for project planning, contract management
and / or production management.
--- Expert understanding of Earned Value Management Systems
including the application of ANSI 748 criteria.
--- Proficiency in the transition of requirements, interfaces,
linkages, and risk mitigation activities associated with program
scope into an integrated, resource loaded schedule with schedule
and cost risk contingency analysis.
--- Proficiency in the Microsoft Office suite with emphasis on word
processing, presentation, and spreadsheet applications (MS Word, MS
PowerPoint, and MS Excel).
--- Demonstrated experience in establishing and maintaining a
positive and productive work relationship with federal customers
and fellow contractor staff based on level of expertise, quality of
work, personality, communication skills and timely delivery of work
products. DESIRED EDUCATION, EXPERIENCE, and SKILLS: --- Prior
scheduling experience with Department of Energy or National Nuclear
Security Administration, NNSA field (e.g., SNL, LANL or LLNL) or
the Department of Defense (e.g., Air Force, Navy, Army, DTRA).
--- PMP or PMI-SP certification RESPONSIBILITIES: --- Interpreting
requirements for resource-loaded schedules for status updates and
changes to the integrated master schedule.
--- Reviewing integrated master schedules utilizing Primavera P6 to
confirm interface milestones and activity durations identified in
multiple NNSA Management and Operating (M&O) contractors'
--- Implementation and adherence to ANSI 748C EVMS guidelines.
--- Coordinating baseline changes and management reviews.
--- Analyzing schedule and cost risk contingency using Acumen Fuse
Monte Carlo analysis.
--- On-going schedule tracking, analysis, and review of changes to
work packages, working with appropriate Program Managers and other
applicable organizations. --- Ascertains that the correct scope of
work is reflected on all schedules.
--- Integrates schedule requirements and constraints to establish
logical work sequences. Works with the performing organizations and
units to coordinate work sequences with the total project plan.
--- Establishes and implements methods for determining activity
durations within assigned disciplines or specialties.
--- Assists in determining resource leveling decisions. Performs
quantity, manpower, cost and resource loading for assigned
--- Reviews schedule data, and identifies and acquires the
information needed to complete work logics to interface between
--- Apply critical-path activities for assigned discipline or
specialties, and identifies significant activities supporting

--- Monitors schedule deviation for assigned project activities,
and recommends corrective action/workaround solutions for project

planning and scheduling tasks.
--- Collect, verify, and integrate of work scope for all entities
into the total project plan. Develop representation of project
scope in schedules. Establishes the conceptual scope of schedule
studies. Prepares and analyzes comparisons of scope, quantities,
and cost data between the projects. Performs productivity analysis
of and verifies results. Establishes productivity basis to be
utilized in estimates. Reviews labor estimates for

service resource in this position will be expected to provide
situational analysis and advise the Federal program manager on
matters pertaining to schedule, earned value, and performance
against spend plans and budgets. The person in this position will
support detailed project/program planning, tracking, scheduling,
financial analysis and reporting based on interpretation of complex
data from NNSA source guidance, Design Labs, and Material
Requirements Planning (MRP) systems for projects/programs of
