**Responsibilities**

The Strategic Purchasing **Financial Analyst** will work on a range of projects related tohelping states design and calculate optimal purchasing strategies.Government is a large purchaser of human services.Our strategic purchasing team develops payment rates across the continuum of care for various human services. We work with human services agencies to understand available services and program goals and develop program rates that support desired outcomes. We also help agencies to identify federal funding support and calculate reimbursement rates.

The financial analyst must be able to draw sound conclusions based on data analysis and communicate findings effectively, both in person and in writing. The ideal candidate excels in the collection of cost data and other information from providers, as well as the analysis and manipulation of large data sets.The financial analyst should have a passion for doing high quality work, continuously learning and improving, effectively analyzing cost data, ability to develop rate calculation methodologies and regularly exceeding clients' expectations.

**Specific Responsibilities**

+ Assisting PCG Human Services team members and staff in completing various tasks and projects primarily related to PCG's rate setting and payment reform initiatives including for federal entitlement programs including Medicaid and Title IV-E

+ Providing administrative support for various projects, including data entry for and quality assurance of cost reports, time studies and survey data

+ Serving as primary contact for PCG's time study help lines and email accounts

+ Conducting financial and data analysis using Excel and Access, including reviews of financial cost reports and time study data

+ Understanding and evaluating current rate setting methodologies

+ Evaluating rate structure for specific programs and making recommendations for improvements

+ Analyzing and interpreting federal and state laws and regulations

+ Understanding program requirements and associated costs

+ Participating in both internal and client discussions

+ Preparing other written reports and materials for consultants and clients (e.g., deliverables, policy summaries, status reports and invoices)

+ Travel required

+ Ability to work additional hours as needed

+ Strong verbal and written communication skills, particularly the ability to communicate technically complex developments, issues, and analyses in easy-to-understand and actionable ways

+ Ability to use sound judgment in completing tasks and to seek guidance when needed

+ Commitment to exceptional client service with experience in customer/client service roles

+ Dedication to accomplishing goals and challenges presented by clients and management

**Required Experience**

+ 0-2+ years of relevant work experience with government and/or nonprofit finance office, accounting firm, consulting firm, Medicaid or other policy office

+ Bachelor's degree required, preferably with a major or concentration in finance, accounting, business management, or another relevant field of study

+ Experience in financial analysis and rate calculations that rely on sound principles in accounting and statistics
