JOB
Under direction, performs a variety of analytical and financial duties in grants administration and transit system program planning; researches and submits federal and state transit grant applications, and monitors, tracks, and ensures compliance with grant requirements; assists in the development, implementation, service delivery, tracking, and reporting of various transportation services and programs to ensure specified transit needs of the community are being met in an efficient and effective manner; coordinates special projects relative to transit system program planning; and performs related work as required.

EXAMPLE OF DUTIES
Conducts grant research and identifies funding sources; develops and prepares grant applications, amendments, and related documents; submits completed grant applications.Monitors compliance with grant specifications and conditions; prepares and submits various financial reports as required by grantors; coordinates interdepartmental contributions to various projects including Operations, Finance, and the Public Information Office; monitors and complies with funding reporting requirements.Administers Federal Transit Administration (FTA) program grants including formula fund grants and discretionary grants for transit operations and capital purchases.Compiles information related to each grant to justify the use of grant funding; develops reports for granting agencies, as required; manages grant documentation to ensure appropriate recordkeeping is maintained.Monitors compliance with federal and transit agency requirements regarding contracting, procurement, and allowable expenses of awarded grants; provides justification and summaries on the use of grant funds; develops federal and milestone reports for each grant.Reviews existing policies and procedures on grant program activities; recommends and implements process and program improvement; develops, drafts, and compiles a variety of reports for grant administration, transit planning, and related program activities. -Reconciles and conducts financial analysis of federal grants awarded to the District and oversees the disbursement of funds to subrecipients; conducts supplemental financial analysis. -Conducts cost/price analyses and gathers information required for independent cost estimates as necessary for procurement purposes.Coordinates various special projects and conducts analysis on transit planning programs and initiatives including service restructuring plans and service or route changes; prepares staff reports and related documents in support of planning program activities; utilizes graphic and drafting software to generate and analyze a variety of data. -Collaborates with regional agencies -to ensure transit grants are appropriately identified in the Metropolitan and State Transportation Improvement Program.Reviews and files contractor and subrecipient documents to verify compliance and suitability with federal and state regulations and grant funding requirements. -Coordinates District compliance with the Americans with Disabilities Act, Title VI, Federal and State compliance, and paratransit and demand services evaluations.Tracks, records, and analyzes ridership data for reporting; ensures reports include appropriate statistical analysis and include analysis on routes and ridership performance.Coordinates with District departments to promote new routes and route changes. -Observes and complies with all District and mandated safety rules, regulations, and protocols.Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Education and Experience: -Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: -Education:Equivalent to a bachelor's degree from an accredited college or university with major coursework in planning, public administration, business management, or related field. - -Experience:Two (2) years of experience in grants administration, transportation planning, public finance, or a related field.
