What You Will Do

This position will be filled at either the Learning Specialist 3 or Learning Specialist 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Operational Readiness Implementation Division (ORI-DO) is seeking a highly skilled Learning Specialist to directly support Pit Flow Sheet training programs within the Training & Mission Services group (ORI-1). The primary core tasks of the position will support Associate Laboratory Directorate for Weapons Production (ALDWP) with development and implementation of formal training, qualification, and certification programs within a highly complex and fast-paced work environment.

The Learning Specialist will report directly to the Pit Flow Sheet Training Team First Line Manager (FLM). The selected individual will perform various dynamic training responsibilities and become an expert in applying the numerous requirements and drivers. The chosen candidate will have the responsibility and accountability to execute important training deliverables in support of the manufacturing of 30 pits per year while always setting the standards for utmost professional behavior and integrity in the workplace.

Learning Specialist 3 (77,300 - $126,000)

Responsibilities include, but are not limited to:

  • Collaborating with customers, stakeholders, and regulators to assure training programs meet customer needs, regulatory drivers, and contractual requirements.
  • Providing expert guidance in interpreting regulations and policies to ensure compliance.
  • Analyzing, designing, developing, implementing, and evaluating compliant and high-quality course materials such as live classroom, on-the-job and/or web-based training for diverse audiences.
  • Developing and/or conducting classroom and on-the-job training in collaboration with Pit Flow Sheet subject matter experts.
  • Developing, implementing, and maintaining training documents and records, both physical and electronic.
  • Researching highly complex training issues, identifying root causes, recommending practical solutions, and implementing those solutions in collaboration with their fellow team members and the customer.
  • Performing and providing oversight of various administrative functions in conjunction with or in support of operational program compliance, including planning, prioritizing, and scheduling of training activities.
  • Using UTrain daily to design, build, and implement training programs, as well as facilitating completion of training assignments; using UTrain data to provide customized reporting and generate metrics that add value to the business needs of the organization served.
  • Leading knowledge preservation, capture, and transfer projects in support of executing the 30 pits per year mission and other missions within the Pit Flow Sheet scope.
  • Provides leadership, professional operational direction, and/or performance input to subject matter experts, training support and/or other employees, as assigned.
  • Participating in assessments, or other audits as assigned.
  • Shadowing and assisting Level 4 personnel on additional duties, as needed.
    Learning Specialist 4 (103,500 - $172,800)

    In addition to what was outlined at the lower level, at this level responsibilities include, but are not limited to:
    • Performing all duties above under Level 3 Responsibilities with increased autonomy. Minimal to no supervisory direction expected at this level.
    • Exercising senior-level subject-matter-expertise in operational program compliance, including planning, prioritizing, and scheduling of training activities for both small and large target audiences.
    • Lead mentor facilitating the growth and professional development of the team by providing expert level guidance, support, and feedback to other team members.
      What You Need

      Minimum Job Requirements:

      Knowledge and Expertise:

      Experience in applying a Systematic Approach to Training (SAT) with accuracy, completeness and in combination with document control processes and/or developing training both small/large-scale training programs in a systematic fashion. Advanced demonstrated experience applying adult learning theory and performance-based training techniques.

      Performance:

      Experience gathering requirements, performing analysis, developing individual eLearning products, implementing eLearning, and assisting with evaluation methods. Experience utilizing a learning management system to effectively implement training programs. Ability to handle multiple competing priorities in a complex, fast-paced operational environment.

      Accountability:

      Experience working with confidential or proprietary information, classified documents, or sensitive information, including PII training records. Sound understanding of safety and security requirements to individual responsibility and as applicable to training activities.

      Communication and Customer Service:

      Demonstrated skill with interpersonal, written, and verbal communications. Ability to transfer knowledge effectively to both technical and non-technical personnel. Proven skillset in using excellent communication to provide top-notch customer service.

      Computer Skills/Business Systems:

      Advanced knowledge of business and operations systems and standard software applications (Microsoft and Adobe products). Ability to quickly learn and adapt to use of LANL shared business systems (Learning Management Systems, Teams, Google Drive, etc.).

      DOE O 426.2:

      Requires a BA Degree and 1 year of job-related experience.

      Additional Job Requirements for Learning Specialist 4:

      In addition to the requirements outlined above, qualification at the higher level requires:

Seasoned profession in handling multiple competing priorities in a complex, fast-paced operational environment.

      Comprehensive knowledge in working with confidential or proprietary information, classified documents or sensitive information, including PII training records. Strong understanding of safety and security requirements to individual responsibility and as applicable to training activities.

      Communication and Customer Service:

      Advanced skill with interpersonal, written, and verbal communications. Proven expertise in transferring knowledge effectively to both technical and non-technical personnel. Proven skillset in using excellent communication to provide top-notch customer service.

      Education/Experience at lower level: Requires a Bachelor's Degree in a related field and 8 years of related experience, or an equivalent combination of education and experience directly related to the occupation.

      Education/Experience at higher level: Requires a Bachelor's Degree in a related field and 10 years of related experience, or an equivalent combination of education and experience directly related to the occupation.

      Desired Qualifications:
      • Training Staff Qualification Program (TSQP) qualified with concrete examples of work applied in the field.
      • Familiarity with ALDWP facility operations or nuclear facility and/or manufacturing operations, in general.
      • Expertise in nuclear facility-related subject matter areas (e.g. pit manufacturing, radiation protection, criticality safety, nuclear material control accountability, integrated safety, conduct of operations, engineering, maintenance).
      • Experience as an AP-01000 Preparer for training documents and/or familiar with formal preparation of documents and document control.
      • Active DOE Q-Clearance.
      • Human Reliability Program (HRP) certification.
        Location:

        This position will be in Los Alamos, New Mexico with the potential for a hybrid work arrangement (partially onsite/partially offsite) from a location within 2 hours ground commute of this location. Reporting onsite will be periodically required. Hybrid is at the discretion of management and can change at any time with appropriate notice.

        Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is a 1 year.

            Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

            • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
              HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, -712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

              426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

              New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
