JOB SUMMARY:
Performs technical and operational functions in support of Risk
Management and county facility security, specifically access
control, credentialing, and security cameras.
ESSENTIAL JOB FUNCTIONS:

Manages access control for all county facilities. Manages, assigns,
and removes access control permissions for county employees,
partner organizations, tenants, guests, and contractors.
Ensures optimal county facility security through streamlined and
well-defined access control processes. Ensures organized,
consistent, and proper data entry in the access control system.
Analyzes current access control processes and procedures to
identify and resolve potential vulnerabilities. Audits the access
control system on a recurring basis.
Manages ID badges and credentialing for all county facilities.
Manages, assigns, and collects credentials for county employees,
partner organizations, tenants, guests, and contractors.
Ensures organized, consistent, and proper data entry in the
credentialing system.
Analyzes current credentialing processes and procedures to identify
and resolve potential vulnerabilities. Audits the credentialing
system on a recurring basis.
Ensures the credentialing system integrates with the access control
system and that the two systems work in unison for multi-factor
authentication facility access.
Assists Human Resources in onboarding new hires with their access
control and credentialing needs.
Serves as the Credentialing Unit Lead for the Countys Incident
Management Team and responds to county-wide emergencies as
needed.
Manages the security camera system for most or all county
facilities.
Analyzes current security camera processes and procedures to
identify and resolve potential vulnerabilities. Audits the security
camera system on a recurring basis.
Optimizes the functionality of security camera analytics.
Stores security camera footage as needed in a streamlined and
organized manner.
Responds to access control, credentialing, or security camera
emergency calls. Reviews nature of problem and either resolves the
problem or contacts supervisor to resolve the problem.
Supports the development, execution, and maintenance of the countys
General Emergency Action Plan and facility-specific emergency
action plans.
Files insurance and workers compensation claims in the Risk
Managers absence.
Performs other related duties as assigned.
Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High School Diploma or GED equivalent;
Bachelor's degree in the field of Environmental Health, Occupation
Health & Safety, Industrial Engineering, Risk Management or a
related field preferred;
Two (2) to three (3) years of experience in the field of Safety and
Risk Management;
Certification in Risk Management, Security or Emergency Management
preferred;
Any combination of education, training and experience which
provides the required knowledge, skills, and abilities to perform
the essential functions of the job.
Licenses and Certifications:
Valid State Driver's License.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
Principles and practices of risk management strategies, including
loss prevention, and loss control, risk transfer, and risk
financing.
Personnel administration and human and organizational behavior.
A basic understanding of networks, IP and port configuration,
routers, servers, firewalls, and software security is desired but
not required.
A basic understanding of the physical components of access control
(keypads, door hardware, door controllers) is desired but not
required.
Recordkeeping, report preparation, filing methods and records
management techniques.
Methods and techniques of research, statistical analysis and report
presentation.
Computer applications related to the work.
Skill in:
Rapport building, collaborating with others, and creating
productive working relationships with departments across the
county.
Using tact, discretion, initiative and independent judgment within
established guidelines.
Organizing work, setting priorities, meeting critical deadlines,
and following up assignments with a minimum of direction.
Applying logical thinking to solve problems or accomplish tasks; to
understand, interpret and communicate complicated policies,
procedures and protocols.

Communicating clearly and effectively, orally and in writing.
Ability to:
Ability to analyze a variety of safe practice and operating
procedure deficiencies, and make recommendations for their
solution, and to prepare working procedures.
Ability to perform basic network troubleshooting and be able to
clearly and effectively communicate problems to IT and Facilities &
Grounds for repair.
Ability to act quickly, efficiently and calmly in stressful
situations.
Ability to evaluate the effectiveness of programs and make
recommendations for improvement.
Ability to maintain complete and accurate records and to develop
meaningful reports from them.
Ability to effectively express ideas orally and in writing.
Ability to effectively present information to management, public
groups and/or Boards.
Working Conditions:
While performing the essential functions of this position the
employee is typically working at a computer in an office
environment, but may occasionally be exposed to outdoor weather
conditions, wet or humid conditions, fumes or airborne particles,
toxic or caustic chemicals, and risk of electrical shock. Essential
functions of this job also require the employee to frequently
stand, walk, use hands to finger, handle, or feel, reach with hands
and arms, climb or balance, stoop, kneel, crouch, or crawl, speak
and hear, and lift and/or move up to 25 pounds frequently.
Occasionally, the incumbent may be required to lift and/or move 50
pounds. The incumbent's working conditions are typically quiet, but
can occasionally be moderately loud.
$69,016.42/yr.
