Job Description:
What You Will DoThis position will be filled at either the
Vendor Liaison Specialist 2 or 3 level, depending on the skills of
the selected candidate. Additional job responsibilities (outlined
below) will be assigned if the candidate is hired at the higher
level.Vendor Liaison Specialist 2: ($72,800 - $115,500)Demonstrated
proficiency in procurement specification practices related to
submission of PR's and Exhibits.Demonstrated experience making
independent decisions and researching, analyzing, and solving
complex procurement problems.Ability to assist technical personnel
in the development of sole source justifications, statements of
Work, Buy American Justifications, Exhibits D thru I and technical
evaluations.Thorough knowledge of the Laboratory's organizational
structure.Experience handling complex, multi-tasked, and varying
workloads through prioritization and teaming.Thorough knowledge of
contract policies and procedures.Experience purchasing material in
a nuclear facility and/or high- regulated environment.Experience
purchasing a consistent high volume of material for multiple
customers.Knowledge of NQA-1 and NAP24 quality drivers.Knowledge of
the LANL production agency (PA) procurement of weapon program items
and services procedure (PA-MAP-01011).Understand supply chain
management concepts related to production manufacturing.Vendor
Liaison Specialist 3: ($87,200 - $142,500) In addition to what was
outlined at the lower level, at the level 3 job: Knowledge of the
LANL production agency (PA) procurement of weapon program items and
services procedure (PA-MAP-01011).Advanced skills in managing the
planning and development of procurement packages and ability to act
as a subject matter expert within specific procurement
areas.Advanced knowledge of contract policies and procedures.Expert
skill in the preparation and presentation of oral and written
reports. Advanced experience with LANL purchasing systems and
mechanisms such as purchase card, iProcurement BOA's and purchase
orders.Advanced experience working in multi-component manufacturing
environments that have production schedule deadlines and walk-in
customer demands that can frequently shift priorities.Advanced
experience working with engineering staff in determining technical
specifications related to procurement of materials and
equipment.Proficient in interacting with all types of personnel,
including external interfaces and executive management.Comfortable
communicating findings and making recommendations.Advanced
knowledge in purchasing material in a nuclear facility and/or high-
regulated environment.Expert skills in purchasing a consistent high
volume of material for multiple customers.What You NeedMinimum Job
Requirements:Management Consultation Advanced experience and
working knowledge with technical staff to determine technical
specifications related to procurement of materials and equipment,
as well as the ability to establish and maintain effective working
relationships with co-workers, vendors and suppliers.Procurement
Advanced Experience performing procurement related functions in a
fast paced, highly regulated environment with the ability to manage
multiple projects simultaneously as well as identifying and helping
to resolve supply chain impacts related to acquisitions and
operational acquisition activities. Policies and Procedure
ApplicationDemonstrated ability to comply with policies, and
specifically relating to procurement processes and procedures of
weapons related items and weapons quality. Experience working with
records tracking and inventory database systems.Continuous
ImprovementExpert knowledge and/or experience being part of
continuous improvement (CI) activities using Lean, Kaizen, Six
Sigma, and other CI
methodologies/tools.Education/ExperienceEducation/Experience at
lower level: Position requires a Bachelor's Degree in a relevant
area from an accredited institution and a minimum of 5 years
related experience; or, an equivalent combination of education and
experience. Education/Experience at higher level: Position requires
a Bachelor's Degree from an accredited institution and 8 years
related experience; or, an equivalent combination of education and
experience directly related to the occupation. Desired
Qualifications:Supply Chain ManagementAdvanced experience with
supply chain management concepts related to production
manufacturing. Experience in Weapons ProcurementAdvanced experience
in preparing weapons related item procurements.Experience in
Logistics Planning/Data AnalysisAdvanced experience with logistics
and production planning methodologies (e.g., just-in-time,
materials requirement planning) Experience with data analysis tools
and enablers such as SQL, MS Project, MS Excel, etc.Reasoning
AbilityThe ability to define problems, collect data, establish
facts, draw valid conclusions, and develop meaningful and practical
solutions. Ability to interpret an extensive variety of technical
instructions in narrative. Experience with analytics topics such as
simulation, statistical analysis, probability, data extraction,
input, and cleansing.Location: This position will be located in Los
