Job Description:
Summary This position is located in BLM New Mexico State Office,
in the Division of Support Services. This position is open to
Department of Interior current permanent employees and employees
that meet Land Management Authority. Responsibilities Serve as a
supervisor overseeing planning and directing the timely execution
of various complex programs that impact State programs and
activities. Provide leadership, policy development, management
oversight and direction for programs that include branch budget
development and execution. Oversee planning, directing and timely
execution of programs. Responsible for overseeing the development
of long-range plans, goals and objectives for the programs managed:
Litigation Coordination; Records and Data Management; Government
Information Management; Program Assessment and Compliance.
Requirements Conditions of Employment Qualifications In order to
qualify, you must meet the specialized experience requirements
described below. Your resume must clearly describe your relevant
experience. MINIMUM QUALIFICATIONS: To be considered minimally
qualified for this position, you must demonstrate that you have the
required specialized experience and/or education for the respective
grade level in which you are applying: Specialized Experience:
Applicants must have one full year of specialized experience
comparable in scope and responsibility to the GS-12 grade level in
the Federal service (obtained either in the private or public
sectors) performing the following: (1) managing programs that
include policy and budget development and execution; (2) overseeing
long range plans, goals, and objectives for managed programs; (3)
supervising technical, clerical, and administrative work to carry
out the mission of an organization; (4) scheduling work to be
accomplished by subordinates to include employee training and
development. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants
must meet applicable time-in-grade requirements to be considered
eligible. One year at the GS-12 is required to meet the
time-in-grade requirements for the GS-13 level. (Must submit your
SF-50 that shows Time-in-Grade eligibility and reflects your title,
series, and grade. No award SF-50 will be accepted). Applicants

Experience: Experience refers to paid and unpaid experience,
including volunteer work done through National Service programs

student, social). Volunteer work helps build critical competencies,
knowledge, and skills and can provide valuable training and
experience that translates directly to paid employment. You will
receive credit for all qualifying experience, including volunteer
experience. You must include months, years and hours per week
worked to receive credit for your work and/or volunteer experience.
One year of specialized experience is equivalent to 12 months at 40
hours per week. Part-time hours are prorated. You will not receive
any credit for experience that does not indicate exact hours per
week or is listed as "varies". Education There is no substitution
of education for experience at the grade level(s) of this
announcement. Additional Information Selectee will be required to
participate in the Direct Deposit Electronics Funds Transfer
Program. Any individual who is currently holding, or has held
within the previous 52 weeks, a General Schedule position under
non-temporary appointment in the competitive or excepted service,
must meet time-in-grade requirements (must have served 52 weeks at
the next lower grade or equivalent in the Federal service).
Time-in-grade requirements must be met by the closing date of this
announcement. If you are a new employee or supervisor in the
Federal government, you will be required to complete a one-year
probationary period. You may be required to travel overnight away
from home up to 10 nights per month. You must obtain a government
charge card for travel purposes. You will be required to file a
Confidential Financial Disclosure (Office of Government Ethics
(OGE) Form 450) within 30 days of a new appointment and annually,
thereafter. Physical Demands: The work is principally office
oriented and focused upon direction and oversight of programs.
Unpredictable situations can lead to high mental stress levels
because of complex problems associated with technical or personnel
issues, timeframes, or changing priorities. Working Conditions: The
work is normally conducted in an office setting. Incumbent will be
required to travel away from the state office for statewide quality
control and program reviews, training, meetings, and conferences.
The Bureau of Land Management has determined that the duties of
this position are suitable for telework and the selectee may be
allowed to telework with supervisor approval. BLM may use certain
