Department of Finance and Administration Payroll Liaison (DFA #2646) For more Job Requirements & Classification Description: THIS POSTING WILL BE USED FOR ON-GOING RECRUITMENT AND WILL REMAIN OPEN UNTIL FILLED. Why does the job exist? The primary purpose of this position is to support the Central Payroll Bureau (CPB) by performing on-cycle processing as outlined on the on-cycle payroll processing checklist and user guide time-frames and deadlines and off-cycle payroll processing tasks necessary to ensure proper bi-weekly payments to 22,000+ employees of the State of New Mexico. How does it get done? This position ensures that all related payroll state & federal compliance reports are submitted timely per the payroll yearly activity calendar (including but not limited to 941, CRS -1, WC-1, P.E.R.A reports, E.R.B reports, Retiree Health Care reports, etc).Timely payment of third party payroll liabilities including but not limited to wired payday federal and state tax payments, P.E.R.A payments, E.R.B payments, Retiree Health Care payments, etc. by the following Tuesday of pay day Friday.Work with state agencies to ensure that an employee is properly set up to be paid correctly. This includes working with state agencies on all HCM related processes to include human resources (Job Data module), benefits, time & labor, and payroll within 72 hours of request. Assist agency staff when questions or problems arise.Coordinate with the Time & Labor manager to ensure that all time and labor exceptions have been cleared and all time has been approved prior to the Tuesday bi-weekly on-cycle payroll process. This will be done by running queries in the PeopleSoft HCM, and communicating frequently with state agencies HCM administrators.Work with assigned FCD CPB and P.E.R.A staff on the P.E.R.A interface file by researching retirement deductions and making corrections to P.E.R.A's retirement system to properly reflect an employee's retirement deductions and service credit by the next pay period end date.Provide informative and positive communication with FCD CPB staff, agency HCM administrators, and external vendors as required.This position will assist the CPB bureau chief and managers with other job tasks as required (including but not limited to modifying CPB request forms, testing upgrades in PeopleSoft HCM, cross training with other functional units within CPB).This position will assist the CPB bureau chief in performing state agency HCM payroll processing audit reviews as required. This position does not directly supervise any DFA employee, however, it will be responsible to giving directions to and overseeing the payroll process of 120+ state agencies. Who are the customers? This position supports the Central Payroll Bureau by performing tasks necessary to ensure proper bi-weekly payments to the 21,000 + employees of the State of New Mexico Ideal Candidate Payroll processing experience and SHARE-HCM experience is preferred. A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements. Substitution Table These combinations of education and experience qualify you for the position: Education Experience 1 High School Diploma or Equivalent AND 9 years of experience 2 Associate's degree AND 7 years of experience 3 Bachelor's degree AND 5 years of experience 4 Master's degree AND 3 years of experience 5 PhD degree AND 1 year of experience Education and years of experience must be related to the purpose of the position. If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours. Employment Requirements Must possess and maintain a valid Driver's License. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
