Job Description:
Delivering science and technology to protect our nation and
promote world stability Seeking a highly experienced attorney to
lead the Intellectual Property (GC-IP) group in its mission to
provide timely services and advice on a variety of IP matters
related to dynamic institutional priorities. Position will report
to the Deputy General Counsel within the Office of General Counsel
(OGC) at the Los Alamos National Laboratory (LANL). Selected
candidate will serve as the primary interface on IP matters with
DOE/NNSA and other federal agencies, similarly-situated
laboratories, national and local businesses, and all Laboratory
colleagues and clients. Close coordination and collaboration is
expected with the Laboratory's technology transfer, business, and
other technical divisions. Responsibilities for this role include,
but are not limited to, the following: Lead all strategic IP
initiatives; Provide advice to the Laboratory's senior management
and technology transfer division on IP-related transaction
provisions that is consistent with the Laboratory's obligations
under its Prime Contract; Co-develop and advise on IP-related
policies and procedures; Establish and maintain excellent
relationships with internal clients, DOE/NNSA, and attorney peers.
Manage relationships with outside counsel; Manage and oversee
Triad's broad-reaching IP portfolio in all technical subject areas,
including, but not limited to, the following technical areas as
examples: nuclear energy, geothermal energy, biology, computational
biology, chemistry, computer science, additive manufacturing, and
mechanical engineering; Draft and review agreements pertaining to a
complete suite of technology transfer and licensing mechanisms;
Conduct and participate in negotiations with outside persons, other
entities and their attorneys, who may be in either an adversarial
or contractual relationship with the Laboratory, including
subcontractors, claimants, litigants, and officials and agencies of
various federal, state, tribal and local government agencies in an
effort to settle, accommodate, or resolve issues relating to
intellectual property matters; and Oversee and manage the
day-to-day work of the OGC IP group, including attorneys and
paralegals. In a culture where how we work is as important as what

foundation. The IP group's responsibilities include providing
strategic legal advice and counsel in support of the Laboratory's
national security mission and executing its technology transfer
mission of making the Laboratory's unique capabilities and IP
portfolio accessible to the domestic market. The IP group works
with Laboratory managers and employees regarding the legal aspects
and consequences of proposed courses of action and identifies
alternative courses of action that align with the Laboratory's
mission and manage risk for the institution. Specific areas may
include, but are not limited to, patent prosecution, copyrights,
trademarks, Cooperative Research and Development Agreements
(CRADAs), Strategic Partnership Projects (SPPs), Non-Disclosure
Agreements, subcontracts, intellectual property management plans,
memoranda of understanding, licenses of intellectual property, and
other technology transfer agreements. The IP group also manages the
Laboratory's robust and diverse patent portfolio. What You Need
Technical Experience For this role you will need substantial
(minimum of 12 years) work experience in the area of patent,
copyright, and trademark law, intellectual property, licensing
agreements, technology transfer agreements, and other issues
related to the management of intellectual property issues,
including disputes relating to intellectual property issues.
Leadership & Coordination At this level you need to have the
demonstrated ability to lead and coordinate the legal work of a
patent function involving attorneys and paralegals in an in-house,
law firm, or government setting. Patent Applications You will need
to have experience drafting and prosecution of patent applications,
and experience overseeing attorneys in the drafting and prosecution
of patent applications, in a range of technical disciplines.
Negotiation For this role you must have demonstrated skill in and
knowledge of the concepts and processes involved in preparing for
negotiations, conducting negotiations, and counseling clients
regarding developments and options in a negotiation relating to
intellectual property. In-house / Government You will need legal
experience in an in-house or government setting.
Training/Certifications: Member in good standing of a Bar of at
least one state or the District of Columbia. Registered to practice
before the United States Patent and Trademark Office.
Education/Experience: This position requires a Juris Doctorate
Degree from an American Bar Association (ABA) accredited law school
and be an active member of a bar in good standing (any
jurisdiction), and be licensed to practice before the United States
Patent and Trademark Office. Patent attorneys at this level require
a 12 years of legal experience after passing the patent bar and
being admitted to practice in order to be equipped with the
particular knowledge, skills, and abilities to successfully perform
the duties of the position. Desired Qualifications: DOE/NNSA It
would be great if you had knowledge of and experience with DOE/NNSA
management and operating contracts and regulations applicable to
DOE/NNSA national laboratories, particularly those regulations
relating to intellectual property issues and technology transfer.
Government Contracts & Accounting It would be nice if you had
familiarity with statutes and regulations relating to U.S.
Government contracts, including knowledge of federal acquisition
and cost accounting practices. Software It would be nice if you had
knowledge of applicable software applications and technologies,
particularly IP management software. Note to Applicants: Please

Laboratory requires successful applicants to complete a
new-employment drug test and maintains a substance abuse policy
that includes random drug testing. Regular position: Term status
Laboratory employees applying for regular-status positions are
converted to regular status. Internal Applicants: Regular
appointment employees who have served at least one year of
continuous service in their current position are eligible to apply
