**What You Will Do**

The Environmental Safety, Health, Quality, Safeguards, and Security (ESHQSS) Integrator will provide integrated, effective ESHQSS service delivery to support construction, facilities, and operations projects using strategic and tactical planning between the customer and core support divisions during work planning and execution to achieve simultaneous excellence. This position provides innovative leadership and vision to create partnerships between ESHQSS, customers, and stakeholders to address complex challenges, strengthen alignment and culture, and improve responsiveness to achieve the Laboratory mission. Specific areas include:

+ Works with customers and core support divisions to negotiate budget and funding for the ESHQSS service line to support safe, compliant, and effective implementation and execution of projects.

+ Facilitates the communication of ESHQSS performance, program health, and improvement recommendations to project management using metrics, assessments, abnormal events, culture surveys, and observation data.

+ Communicates customer and subcontractor feedback, perspectives, and needs to incorporate into new or changed ESHQSS processes, procedures, or initiatives.

+ Cultivates strong, long-term relationships with customers by staying in constant communication and efficiently resolving issues with alternate solutions tailored to program and project needs.

**Minimum Job Requirements:**

**Technical Leadership**

Demonstrated ability to lead the strategic and tactical execution of an ESHQSS or comparable portfolio by formulating, planning, and facilitating implementation of the programs. Ability to deliver ESHQSS leadership on issues that require cross-organizational solutions, and serve as an ESHQSS ambassador, keen on educating customers and stakeholders on the ESHQSS service line. Advanced knowledge anddemonstrated successful experience in program management of technical or operational work, including defining scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; developing and tracking metrics to improve customer service and work execution; and managing change control and risk.

**Technical Excellence**

Demonstrated experience implementing ESHQSS or comparable programs for construction, facilities, maintenance, and/or operations projects. Strong knowledge of and experience in construction safety, industrial hygiene, quality, radiation protection, waste management, and/or environmental compliance. Understanding of the Laboratory's work control and facility policies, practices, and procedures. Ability to develop and share best practices with customers and core support divisions to continually improve the quality, effectiveness, and efficiency of ESHQSS service delivery.

**Collaboration and Coalition Building**

Demonstrated ability to develop and nurture effective internal and external customer relationships and evaluate and analyze customer needs to ensure service delivery is adequately leveraged and customers recognize value. Ability to promote an open and informal communication environment to develop mutual trust and teamwork. Commitment to routinized stakeholder feedback to ensure ESHQSS service delivery is optimized, issues are proactively resolved, and goals are met. Experience strategizing, planning, developing, and implementing process improvements.


Excellent interpersonal, oral, and written communication skills that include reporting on ESHQSS status to senior level management, project stakeholders, project personnel, as well as regulatory inquiries. Demonstrated ability to bridge priorities of customers and stakeholders through effective communication tactics and tools.Ability to execute a comprehensive engagement and communications strategy that proactively maintains high stakeholder satisfaction and advances programmatic goals. Proactive and intuitive in keeping stakeholders and leadership informed of critical needs, requirements, and issues.

**Education/Experience** : Position requires a bachelor's degree from an accredited institution and 12 years of related experience; or an equivalent combination of education and experience directly related to the occupation.

**Desired Qualifications:**

**LANL Operations**

Familiarity in providing ESHQSS and/or project management support to construction, facilities, operations, and/or maintenance projects particularly as it pertains to the Los Alamos National Laboratory mission.

**Stakeholder Relations**

Experience working with federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction. Experience working on integrated project teams to deliver ESHQSS support and services. Experience building strong customer relationships and effectively communicating stakeholder voices. Experience working with, training, and/or managing deployed environmental, safety and health personnel, and/or a Craft workforce.


Professional certification in safety (CSP), industrial hygiene (CIH), health physics (CHP), or other ESHQSS discipline; professional certification in project management.


Active DOE Q clearance desired

**_Location:_** This position will be located in Los Alamos, NM.

**_Additional Details_**

**Clearance: Q** (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

* Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

**HRP:** This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, 712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

**426.2:** This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

**New-Employment Drug Test:** The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

**Regular position:** Term status Laboratory employees applying for regular-status positions are converted to regular status.

**Internal Applicants:** Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
