Job Description:
Delivering science and technology to protect our nation and
promote world stability The Chief Operating Officer (COO) reports
to the Associate Laboratory Director for Capital Projects (ALDCP)
and is a key member of the ALDCP management team. The ALDCP
Directorate is responsible for the execution of a large portfolio
of capital asset investments at the Los Alamos National Laboratory,
which has a FY planned spend of $500M over the next 5-7 years. The
project portfolio involves a number of large line item capital
projects (> $50M each to over $1B each) in various stages of the
capital line item process (DOE Order 413.3B); the portfolio also
includes a substantial number (> 100) small projects ($50M to be
line item funded through Congress. The COO represents ALDCP in a
number of activities including participation in the Laboratory
Operations Committee (LOC), which supports Institutional
integration across the Laboratory. The ALDCP COO leads or
participates in cross-organizational committees that focus on
Institutional improvement initiatives. Some of the successful
candidates responsibilities include the following: Working closely
with the ALDCP to implement DDOPs and Laboratory initiatives.
Working closely with the ALDCP and other ALDCP managers on
strategic and tactical planning. Providing timely responses with
the ADLCP for DDOPS, Institutional, and other requests. Working
with ALDCP management and cross-organizationally to improve,
develop, and implement effective and efficient processes for the
completion of capital asset projects at the Laboratory. Being the
Institutional Management Representative (IMR) for both a named
subcontractor and an integrated subcontractor. Mentoring and
counseling ALDCP management team and staff on Laboratory systems
and processes. Providing senior leadership attention to project
issues that require cross-organizational solutions. Messaging ALDCP
initiatives to other Laboratory organizations, including through
the LOC. Providing and demonstrating leadership for the culture
changes being implemented within ALDCP and at the Laboratory.
Providing and demonstrating leadership commitment to the
Laboratory's continuous improvement process as a learning
organization. Having line management responsibility for Innovation
and Assurance. Building and nurturing customer relationships both
internal and external to the Laboratory. Demonstrating leadership
for safety, security, environmental, and quality. What You Need
Distinguished track record setting technical direction and goals
involving the following: developing programs, projects, or
organizations; implementing effective business practices and
systems; managing personnel; managing budgets and finances; and,
managing customer and stakeholder relations. Demonstrated ability
to build both internal and external organizational relationships.
Demonstrated ability to engage staff and peers through encouraging
innovative ways to change, grow, and improve the Laboratory, that
provides maximum value to the constituencies. Demonstrated ability
to interact with all levels of personnel, customers, and
constituents. Demonstrated track record of supporting safety,
security, environmental, and quality. Demonstrated knowledge of
LANL management systems and requirements involving personnel,
budgeting, procurement, safety, security, and quality. Record of
effectively reaching closure on Institutional issues by working
cross-organizationally with Laboratory senior leadership and
management. Demonstrated experience developing effective management
teams and delegating work. Demonstrated experience in establishing,
developing, and sustaining internal and external organizational
relationships and programs. Demonstrated experience working with
the Department of Energy (DOE) or National Nuclear Security
Administration (NNSA) at headquarters or field office level, or
with state or federal regulators, or other national security
agencies. Experience planning, organizing, leading, and monitoring
a wide variety of team efforts to their successful completion with
expertise and experienced counsel. Excellent interpersonal, oral
and written communication skills that includes reporting on
program/project status to senior level management, program/project
stakeholders, as well as regulatory stakeholders. Desired
Qualifications: Familiarity with DOE Order 413.3B project
management processes or other project management or program
management processes. Familiarity in nuclear facility operations or
other highly complex, hazardous operations, particularly as it
pertains to the Los Alamos Mission. Broad knowledge of the
technical elements of stockpile stewardship and the funding
structure or the nuclear weapons program. Demonstrated experience
in managing incidents involving safety, security, the environment,
or quality. Active Q-Clearance Education Required: An advanced
degree in a scientific, engineering, or other relevant technical
discipline is expected or the equivalent combination of education
and relevant work experience. Note to Applicants: A cover letter

Alamos, NM. Position commitment: Regular appointment employees are
required to serve a period of continuous service in their current
position in order to be eligible to apply for posted jobs

new-employment drug test and maintains a substance abuse policy
that includes random drug testing. Regular position: Term status
Laboratory employees applying for regular-status positions are
converted to regular status. Internal Applicants: Regular
appointment employees who have served the required period of
continuous service in their current position are eligible to apply
