Hours: 7:30 a.m. - 4:30 a.m.

General Job Function:
The Payroll and Insurance Specialist will coordinate and facilitate effective and efficient management of all
insurance and a variety of aspects for the district's payroll function, which services all staff throughout the
district. The Specialist will administer mandated payroll regulations and policies, and manage and reconcile
all payroll liability accounts. In addition, the individual in this position should have knowledge of school
finance and government accounting practices.

Education/Training/Experience:
1 Bachelor's degree in business or at least seven years of experience directly related to the essential job
functions specified below.

Knowledge/Skills and Abilities:
2 Ability to develop and maintain recordkeeping systems and procedures.
3 Strong interpersonal and communication skills and the ability to work effectively with a wide range of
constituencies in a diverse community.
4 Skill in the use of personal computers and related software applications.
5 Ability to ensure deadlines are met with complete and accurate reporting.
6 Ability to process computer data and to format and generate reports.
7 Skill in organizing resources and establishing priorities.
8 Skill in examining and re-engineering operations and procedures, formulating policy, and developing
and implementing new strategies and procedures.
9 Knowledge and understanding of all facets of payroll principles, methods, systems, and procedures as
applied to public institutions.
10 Knowledge of all relevant payroll, employment, and income tax laws, regulations, and operating
guidelines.
11 Ability to make procedural decisions and judgements involving sensitive and confidential; issues under
stressful conditions.
12 Ability to foster a cooperative work environment.

13 Knowledge of financial/business analysis techniques.
14 Knowledge of payroll aspects of employee benefits policies, procedures, and reporting requirements.
15 Ability to utilize and manage automated payroll and/or human resources information systems.
16 Ability to identify, analyze, and resolve complex, multifaceted payroll problems and developmental
issues.
17 Knowledge of faculty and/or staff hiring procedures.

Resources Used in Performing Job Include (but are not limited to):
Standard office equipment and vehicle for district travel. A district car may be used or if the employee uses
his/her own vehicle mileage reimbursement is available.

Physical/Cognitive Requirements:
Regularly required to walk, talk and listen. Frequently is required to stand and sit. Required to use hands to
finger, handle, or feel objects, tools, or controls; reach with hands and arms; and stoop, kneel, crouch, or crawl.
Specific vision abilities required by this job include close vision, distance vision, and depth perception. Light
lifting at times. Work is normally performed in a typical interior/office work environment.

Environmental Conditions:
The noise level in the work environment is usually moderate.

Essential Job Functions:
1. Assists in coordinating the daily operations of the payroll department ensuring compliance with the
public school, state, and the federal laws, polices, and regulations.
2. Responsible for the maintenance of all insurance records for employees and adhere to strict
confidentiality requirements.
3. Review, inform and assist staff with all insurance information, deductions, supplemental insurances,
403bs, TSAs, etc.
4. Responsible for preparing, reconciling and submitting all insurance and payroll deduction liabilities and
reports on a timely basis. Liabilities and reports are to include, but not limited to Federal and State tax
liabilities, employee pensions, Affordable Care Act, NMPSIA, NM Retiree Healthcare, Federal 941 and
1095 reports, state unemployment tax reports, garnishments, and supplemental insurance payments.
5. Enter and maintain deductions as applicable federal, state and local laws and policies change into the
district's accounting software.
6. Assists in coordinating work allocations, training, and enforcement of internal procedures and controls,
and problem resolution.
7. Ensures the accurate payment and reporting of all employee benefits, in compliance with the provision
of tax laws, federal/state regulations, and school policy.
8. Coordinates the development, implementation, and administration of department records systems and
oversees, monitors, and ensures quality control of the data entry of all payroll records.
9. Adjusts, and/or enhance payroll systems and procedures as required, due to changes in tax laws,
regulations, and pay policies and compensation initiatives.
10. Assists in the coordination of all master payroll calendars and monthly processing schedules.
11. Coordinates the production and distribution of all employee tax statements and notifications as required
by law.
12. Assist with processing and distributing W-2s.
13. Assists the finance department with requests from internal and external auditors.
14. Assists the finance department with the annual budget preparation.
15. Perform other job-related duties as assigned.

5. Demonstrates skill in the use of equipment including its capabilities, limitations and
appropriate/special application,
6. Protects the District's resources through appropriate and careful use of supplies and equipment.
7. Utilizes appropriate body mechanics to aid in the prevention of muscle strain/injury.

EMPLOYMENT: Upon an offer of employment, pass a pre-employment drug test and comply with the
Immigration Reform and Control Act of 1968, pass a background check and provide
necessary documentation qualifications.
