The position will provide strategic direction for all Response and
Recovery activities for the State of New Mexico. This position will
also provide management, direction and oversight through the
Recovery Unit Manager, the Operations Unit Manager and the
Statewide Interoperability Communications Manager for all
state-level response preparedness activities for the NM Emergency
Operations System and recovery operations. The position provides
strategic oversight and direction of disasters and/or emergencies
on behalf of the DHSEM Cabinet Secretary/Governor's Authorized
Representative (GAR) for Response and Recovery Operations. The
position communicates both formally and informally ensuring a
Common Operating Picture both internally and externally. How does
it get done? 1. Develops program goals, objectives and
organizational plans for the effective coordination and delivery of
service within the NM Emergency Operations Center, through response
activities and the provision of recovery assistance to impacted
2. Performs duties of Liaison to the Multi-Agency Coordinating
(MAC) Group to include the Governor's Authorized Representative
(GAR) providing direction to the NMEOC Director and and Management
Team for response and recovery operations. Who are the customers?
New Mexico State Agency staff encompassing all three (3) branches
of government, county and municipal governments, tribal entities;
federal agencies, non-governmental organizations and the private
sector for the citizens of the State of New Mexico. Ideal Candidate
1. Excellent and documented (through resume, state application and
training records) multi-agency coordination experience and skills
with planning and operating within man-made, technological or
naturally occurring events or disasters.
2. Possess High level National Incident Management System (NIMS)
and Incident Command System (ICS) knowledge and experience.
3. Proven ability to assess through proven gap analysis, man-made,
technological or naturally occurring events or disasters and
coordinate resources to mitigate those events.
4. Possess knowledge and skill in negotiation, compromise and
collaborative problem solving with competing interest and low

regulations and law for the resolution of issues that span federal,
state, tribal, and local governments A Bachelor's Degree in any
field of study from an accredited college or university and eight
(8) years of professional level experience with a light strategic
impact directly related to the purpose of the position defined by

experience must be related to the purpose of the position.

Employment Requirements Must possess and maintain a valid Driver's
License. Must possess and maintain a current Defensive Driving
Course Certificate from the State of New Mexico or must pass and
receive Defensive Driving Course Certification as a condition of
continued employment. Working on weekends, holidays and shift work
may be required during emergency and/or disaster situations.
Voluntarily carry department issued smart phone for official use
without compensation. Working Conditions Oversight activities may
require incumbent to travel and work long hours. Incumbent may
spend up to 20% of their time in the field with outdoor exposure to
all types of weather; driving and walking over rough, uneven
surfaces; standing, stooping and reaching; and occasional lifting
of moderately heavy items such as equipment or supplies up to 50
pounds. While in the field, incumbent may be exposed to hazardous
conditions with moderate safety risks and discomfort, and may be
required to wear or use protective clothing or gear. Incumbent is
on-call after normal duty hours to respond to emergencies, and is
required to deploy to the field upon request of the DHSEM Cabinet
Secretary or Designee. Incumbent may be required to work in adverse
and hazardous conditions in extreme weather. Office setting, VDT,
extensive personal computer and telephone usage, exposure to
extreme temperatures, wet/humid/noise/vibration; potential to
exposure to multiple hazards concerns including mechanical,
explosive, radiant energy, chemical, burns, electrical with further
potential for all atmospheric conditions including fumes, dusts,
poor ventilation, odors, gases along with seasonal and atmospheric
conditions. In any disaster event, there is always the potential
for unknown exposure as well. Work on weekends, holidays and shift
work may be required.
Executive Order 2021-057 requires all employees with the State of
New Mexico to provide either proof of COVID-19 vaccination or proof
of a COVID-19 viral test every week.
The Public Health Order (on Vaccination) dated August 17, 2021,
requires Congregate Care Facility Workers and Hospital Workers to
be fully vaccinated.
