DescriptionThis is a full journey-level professional class. Incumbents are responsible for performing routine financial and accounting duties. Incumbents are required to understand, interpret and apply the principles, standards and practices of governmental accounting, auditing, budgeting, and financial reporting. Incumbents must understand governmental financial systems and the flow of transactions between systems in order to extract and manipulate data for required reports. Assists in preparing financial reports, journal entries, reconciliations, and analyzing financial data and functions. Incumbents should have a solid understanding of generally accepted accounting principles and financial analysis methods.Essential Job DutiesThe following duties are normal for this position. However, they are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.Prepares reconciliation reports; maintains, updates, and reconciles various reports, ledgers, files, databases, and spreadsheets.Generates concise and comprehensive reports and assists with analyzing and interpreting various system reports. Audits, reviews, and verifies accounting and other transactions and reconciliations to ensure accuracy; corrects financial records as necessary.Analyzes issues; accurately and effectively communicates findings and conclusions; recommends innovative solutions; researches and resolves problems and provides assistance to co-workers, staff, other government agencies and the general public.Performs other duties of a similar nature or level.City Organization Duties and Responsibilities:Represent the Department and City to other City staff and members of the public.Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities. Provide quality customer service to individuals needing directions or assistance. Fiscal ResponsibilitiesIncumbent is responsible for collection, receipting, accountability and submission of all City department's fees deposited through the department. Supervisory Relationships:Develops guidelines and policies for area of work with overall evaluation against departmental goals by supervisor. Incumbent is responsible for supervision of staff including developing policies and guidelines, training, scheduling, supervising, coaching and discipline, and evaluation of their work. JOB QUALIFICATIONS - KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: Modem office procedures, methods and computer equipment. Principles of basic report preparationModern and complex generally accepted governmental accounting principles and governmental auditing standards.Business correspondence writing and basic report preparation techniquesPrinciples and procedures of municipal budgeting.Principles of supervision, training, coaching and performance evaluation.Pertinent Federal, State and local laws, codes and ordinances. Skill in: Use and operate a computer including specialized software.Operating and normal maintenance of office machines, (copier, computer, printer, fax, etc.).Tracking of activities, supplies and authorizations via specialized software or self-created forms and databases.Recordkeeping, report preparation, filing methods and records management techniques.English usage, spelling, grammar and punctuation.Accurate data entry and correspondence preparation. Ability to: Learn to understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.Interpret and explain complex financial data.Set well defined and realistic personal goals, displays a high level of initiative and effort toward completing assignments in a timely manner.Self-manage and work independently.Attend to detail - Is thorough when performing work and conscientious about attending to detail.Use efficient learning techniques to acquire and apply new knowledge and skills, using training, feedback, or other opportunities for self-learning and development.Maintain confidential records and reports.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted in the course of work.Apply City policies and procedures pertaining to administrative. Prepare clear and concise reports.Work the allocated hours of the position.Work Environment:Work is performed in a typical indoor office setting and is mostly sedentary with periods of mobility and light physical activity. Physical and Mental Requirements/Activities:This work requires the occasional exertion of up to 10 pounds of force, work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.Specific vision abilities required by this job include close, distance and peripheral vision, depth perception, and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.Work requires preparing and analyzing written or computer data and observing general surroundings and activities.Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.Ability to recognize occupational hazards in work activities and take safety precautions. Maintain mental capacity which allows the capability of making sound decisions and following directions. Minimum QualificationsMinimum Education and Certification: Bachelor's degree from an accredited college or university with major coursework in accounting, finance, business, public administration or a related field. Minimum Experience: Two (2) years of journey level experience in financial analysis, budgeting or accounting. Experience in governmental accounting preferred.
