Job Description:
JOB SUMMARY: Under general supervision, manages County grant
administration activities. Maintains a schedule of grant reporting
deadlines and requirements, and ensures accurate and timely
preparation of grant billings and reports. Assists County
departments in the completion and submission of grants. Manages the
financial tracking functions related to any applicable Federal or
State grants.
ESSENTIAL JOB FUNCTIONS: Essential functions may include any of the

possible. Tracks, monitors and manages expenditures associated with
Federal, State and local grants. Ensures compliance with all
required financial reporting. Manages invoicing and expense
tracking for the County's response and recovery grants. Creates,
maintains and monitors grant budgets and expenditures. Reconciles
grant accounts with the County Budget on a regular basis Maintains
appropriate documentation per the County policies and federal audit
requirements. Assists with records tracking management system for
the Finance department. Performs other related duties as assigned.
Regular and predictable attendance is required.
MATERIAL AND EQUIPMENT USED: Calculator Computer General Office
Equipment
MINIMUM QUALIFICATIONS REQUIRED: Education and Experience: High
School diploma or GED; and, Three to four years of progressively
responsible related experience; or, Any combination of education,
training and experience which provides the required knowledge,
skills, and abilities to perform the essential functions of the
job. Licenses and Certifications: None.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of: Basic bookkeeping principles and practices. Knowledge
of applicable federal, state and local laws, codes, rules &
regulations applicable to grants and cooperative agreements and the
ability to read, interpret, and apply laws, rules, and regulations.
Knowledge of FEMA processes is a plus. General office procedures,
policies and practices, as well as basic knowledge of computer/VDT
and other general office equipment. Recordkeeping, report
preparation, filing methods and records management techniques.
Standard business arithmetic including percentages and decimals.
All applicable state, federal and local laws, rules and
regulations. Computer applications related to the work.
Skill in: Using tact, discretion, initiative and independent
judgment within established guidelines. The use of a personal
computer and general office equipment. Comprehensive communication
skills sufficient to provide written and verbal
correspondence/reports to program and management officials at the
department, County or State level.
Ability to: Manage grant-funded projects and administer grant
funds. Research and resolve questions and concerns effectively.
Prepare and timely file federal and state grant reports. Ability to
understand and carry out oral and written instructions. Ability to
establish and maintain effective working relationships with a
variety of individuals. Ability to deal with problems involving
several concrete variables in standardized situations. Ability to
define problems, collect data, establish facts and draw valid
conclusions.
Working Conditions and Physical Demands: Work is performed in a
normal office environment with little exposure to outdoor
temperatures or dirt and dust. The incumbent's working conditions
are moderately quiet. Primary functions require sufficient physical
ability and mobility to work in an office and setting; to stand or
sit for prolonged periods of time, to occasionally stoop, bend,
kneel, crouch, reach, and twist; to lift, carry, push, and/or pull
light to moderate amounts of weight; to operate office equipment
requiring repetitive hand movement and fine coordination including
use of a computer keyboard; to speak and hear; to travel to other
locations using various modes of private and commercial
transportation; to verbally communicate to exchange information.
While performing the essential functions of this job the employee
is occasionally required to lift and/or move up to 25 pounds.
Full Time with benefits $22.15-27.13/hour depending on experience.
