This position serves as Chief Financial Officer (CFO), Financial Manager and Human Resources Manager for the New Mexico Medical Board. How does it get done? As Chief Financial Officer (CFO), this position is responsible for executing the agency's financial initiatives in accordance with the Model of Accounting Practices (MAPs) established by the New Mexico Department of Finance & Administration (DFA).

As Financial Manager, this position is responsible for coordinating and executing the operations for the agency including: 1) Strategic Planning; 2) Budgeting; 3) RFPs/Contracts; 4) Building Lease; 5) Financial Audit; 6) Procurement; 7) General Ledger Reconciliation; 8) Accounts Receivable; and 9) Accounts Payable.

As the Human Resources Manager, this position is responsible for preparing and managing all aspects of new hires, promotions and terminations, providing transparency to the agency's executive director and the staff managers. Who are the customers? New Mexico Medical Board, New Mexico Medical Board Executive Director and Staff, Department of Finance and Administration, State Personnel Office, and other state oversight agencies pertaining to accountability for the accounting and human resource functions. Ideal Candidate Experience in Accounting, Business Administration, Public Administration, Finance or Auditing; experience with PeopleSoft, Oracle Financials; and managerial and supervisory experience. Bachelors Degree, preferably in Business Administration. Should have Chief Procurement Officer Certification. Bachelor's Degree in Business Administration, Accounting, Finance or Auditing and five (5) years of experience in Accounting, Business Administration, Public Administration, Finance or Auditing; to include one (1) year of experience with PeopleSoft: Oracle Financials; to include two (2) years of federal grant and/or special revenue experience; and to include (2) years of managerial or supervisory experience. Substitution Table These combinations of education and experience qualify you for the position: Education Experience 1 Bachelor's degree or higher in the field(s) specified in the minimum qualification AND 5 years of experience --- Education and years of experience must be related to the purpose of the position.
--- If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours. Working Conditions Executive Order 2021-066 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination (including proof of a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster dose) or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated December 2, 2021, requires Congregate Care Facility Workers and Hospital Workers to have received a primary series of vaccination by October 6, 2021, and a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster.
